With the evolution of technologies such as Line Differential Protection, Phasor Measurement and Sampled Values, Smart Substations require a new unprecedented level of accuracy and time sync availability, not previously required in the Industry. The Transmission System Operators in Philippines required a GNSS Clock designed and built for substation applications. The solution required the Substation clock to provide time synchronization to facilitate their IEC 61850 aspirations (PTP Power Profile, NTP, Optical PPS), and in addition support legacy time protocols (IRIG-B, serial time strings, 1 per 10). Moreover, the system required multiple levels of failover; where in the event of GNSS outage, the clock will revert to the Telecommunications Network and sync to the PTP Telecom profile Grandmaster, or in the absence of PTP availability on the Telecommunications network, revert to its own internal Atomic Clock reference module.
